«ACT» is a concrete study of how the legal system and the legislation work, what shapes them and what their consequences are. Heier was invited produce an artwork for the new Domus Juridica (Faculty of Law) in Oslo. She chose to make almost the entire production budget available to NOAS (Norwegian Organization for Asylum Seekers). They have used the funds to produce legal cases for a number of law suits they bring to the State on behalf of stateless persons currently living in Norway.
«ACT» treats the legislation as plastic, sculptural material in constant change. The project illuminates and activates the mechanisms governing legislation, and pushes the boundaries of the law.
The work consists of hardcover books containing all the documents produced within the legal cases in question on a Larvikite stone plinth in the faculty’s library, a speech, a poster in 300 copies, a contribution to a possible law change, and perhaps a concrete change in at least four people's lives.

«ACT» er en undersøkelse av hvordan rettsapparatet og lovgivningen fungerer i praksis, hva som former dem og hvilke konsekvenser det får. Heier ble invitert til å utsmykke det nye Domus Juridica i Oslo, og valgte å stille nesten hele produksjonsbudsjettet til rådighet for NOAS (Norsk Organisasjon for Asylsøkere). De har benyttet midlene til å produsere saksanlegg for en rekke saker de fører overfor Staten på vegne av statsløse i Norge.
«ACT» behandler lovverket som plastisk, skulpturelt materiale i stadig endring. Det belyser og aktiverer mekanismene som styrer lovgivning og rettsfølelse, og skyver på lovens yttergrenser.
Verket består av en bunke skinninbundne bøker med sakspapirer tilhørende rettssakene plassert på larvikittsokkel, en tale, en plakat i 300 eksemplarer, et bidrag til en mulig lovendring, og kanskje en konkret endring i minst fire menneskers liv.
